  • Question: Is it the intent of Section [A]110.3 to make sheathing inspection optional, or allow other than a licensed building inspector to perform the task?

Answer:

In direct answer to the question, yes the code allows a notarized affidavit in lieu of a municipal inspector. Please see the attached commentary

Commentary:

This question would best be answered by the local Building Official, AHJ, as this would be a procedural question associated with this re-roof permit based on the local jurisdiction and the procedures that are in place. Many of the re-roof projects are completed in one day by a 7-8 person crew in order to protect the property and prevent intrusion from weather events that may occur. It may not seem reasonable to have a roof completely stripped, renailed, and wait for an inspector to show up. It risks potential damage to the interior of the structure with weather issues that may occur. Many areas require pictures of each plane of the sheathing nailing and dry-in along with an affidavit. In these cases, the pictures are reviewed and/or the affidavit is placed in the file and only a final roof inspection is performed.
