Question: Is it the intent to enclose incapacitated patients within a one hour fire rated area/room

Answer:

A degree of fire separation between ambulatory care facility and those non-related spaces is required, however if the entire floor or facility is considered to be the ambulatory care facility no separation is required. This information is found in the guidance from the 2018 IBC commentary. Please note, the code is specific in this applies where the potential for four or more patients exists.
