Question: Is it the intent of section R311.2 Egress door to prohibit the use of a double 2'8"/8'0" inswing French door assembly as the egress door for a proposed home. There are no other side swinging doors that comply with a 32" clear width opening in the proposed home.

Yes, It is prohibited. The active side of a double set of doors must comply with 32" clear opening.
