Question: Is it the intent of section 107.3.4.2 to allow licensed division I contractors to certify plans for other licensed contractors to obtain permitting?

Answer:

Yes. Nothing in FBC-B s.107.4.2 or in Ch. 489.115(4)(b)(2) limits the certification to a one- and two-family dwelling being built by the contractor doing the certification.
