This question needs to be directed to the local Building Official, AHJ, as this would be a procedural question associated with this re-roof permit.
I am not clear if this question is about a re-roof permit or new construction sheathing inspection, but either way it appears that a Chapter 1 requires a sheathing inspection in Section 110.3, UNLESS Chapter 1 is rewritten to accept an affidavit by the local building department. Chapter 1 is the only Chapter in the code that that be modified by the local building departments.

According to the attachment, this is about re-roofs only. Many of the re-roof jobs in our municipality are completed in one day by 7-8 man crews. It does not seem reasonable to have a roof stripped, then renailed, and then wait for an inspector to show up. It risks the drywall and furniture in the residence. We require pics of each plane of the roof(sheathing nailing and dry-in) and an affidavit. We do a final roof inspection only. To answer the question, yes the code allows a notarized affidavit in lieu of a municipal inspector.

This question would best be answered by the local Building Official, AHJ, as this would be a procedural question associated with this re-roof permit based on the local jurisdiction and the procedures that are in place. Many of the re-roof projects are completed in one day by a 7-8 person crew in order to protect the property and prevent intrusion from weather events that may occur. It may not seem reasonable to have a roof completely stripped, renailed, and wait for an inspector to show up. It risks potential damage to the interior of the structure with weather issues that may occur. Many areas require pictures of each plane of the sheathing nailing and dry-in along with an affidavit. In these cases, the pictures are reviewed and/or the affidavit is placed in the file and only a final roof inspection is performed.

This is not being asked for only re-roofing, I do not know of a jurisdiction that takes an affidavit for a sheathing inspection for new construction.
