No. R311.3.2 is titled "Floor elevations for other exterior doors." In my opinion an exterior door separates the living portion of a residence from the outside world. screen room doors and pool cage doors are not exterior doors, and do not therefore have a landing requirement.

Commentary:

R311.3.2 is titled "Floor elevations for other exterior doors." An exterior door separates the living portion of a residence from the outside world. Screen room doors and pool cage doors are not exterior doors, and do not therefore have a landing requirement.
