No, tempered cannot be supplied to a breakroom. hot water is to be supplied to
plumbing fixtures and equipment that are used for culinary purposes (cleaning of pots, pans, dishes, flatware, cups and glasses) per the 2018 IPC commentary. Tempered would be allowed for washing or bathing (of the human body) in non residential occupancies.
I would allow tempered only, the code clearly allows for tempered only in non-residential occupancies for bathing and washing purposes. I think the breakroom sink is not a required fixture and is mostly for rinsing some food, washing hands, washing a few dishes and would fall under "washing" instead of a more intensive "cleansing" which would require hot water.
I agree with Tom. And if you were to install a small tankless water heater for the breakroom sink, hot water could be supplied cheaper than tempered water (which would require the addition of a 1070 mixing valve).
