  • Question: How is the 25% area calculated?
  • Comment: In most cases when a roof has hail or wind-damaged shingles on multiple slopes, meaning that adding the area of those slopes, not the shingles, exceeds 25% of the total roof area, the roof is always replaced to comply with Code. This seems to be the common understanding in the roofing and insurance industry. For example, there are scattered shingles missing from 2 out of the 4 slopes of a roof built before 2007. The contractor would need to perform scattered repairs on different spots in those affected slopes. Adding areas of the affected slopes will exceed the 25% requirement, but adding the area covered only by those damaged shingles doesn't add up to much square footage. It doesn't seem that this is what that Code meant to be, otherwise, roofs would be allowed to be repaired constantly without having to perform any Code upgrades. So aren't partial repairs within more than 25% of the roof area against Code?

Different slopes do not break up the roof. So in the example, if the area of the repairs do not exceed 25% of the roof area, the entire roof does not have to be replaced.

Not more than 25 percent of the total roof area or roof section of any existing building or structure shall be repaired, replaced or recovered in any 12-month period unless the entire existing roofing system or roof section is replaced to conform to requirements of this code.

Definition of Roof Section from FBC Existing section 202
ROOF SECTION. A separating or division of a roof area by existing expansion joints, parapet walls, flashing (excluding valley), difference of elevation (excluding hips and ridges), roof type or legal description; not including the roof area required for a proper tie-off with an existing system.

So a roof may be one section, or more. If 25% of any section needs repaired, the entire section has to be replaced. Not the entire roof, on a multi section roof.
