A degree of fire separation between ambulatory care facility and those non-related spaces is required, however if the entire floor or facility is considered to be the ambulatory care facility no separation is required. Guidance from 2018 IBC commentary.

No, the intent is to protect the suite/floor area of an ambulatory facility, where four or more patients are to be incapable of self preservation at any time. Not the patient rooms, the actual facility area.
I agree and support Larry's request to incorporate the four or more into the answer.
