    Is the intent of Section C408.2.2.1's requirement that test and balance procedures be "in accordance with NEBB" to be interpreted to require Certified NEBB T&B reporting on projects under 5000sf or fall under either or both of the exceptions for certified T & B reports according to section C408.2.2.
  • Comments:
    There is a commercial gas station project with 3500 total SF with two 12ton AC units. An inspector is requiring a NEBB certified report based on interpretation that C408.2.2.1's requirement for the T&B to be "In accordance with NEBB" means following all points of NEBB including the certification and equipment calibration requirements. Comment provided at the inspection is in quotes below. "Within their section 2.4 NEBB requires the document to have NEBB seal/stamp affixed. It requires the instrumentation page to be included (procedures are found in section 4). These elements are missing from the report on site. As such, the report does not meet the requirements of the FBC-EC." It is my understanding and experience that the report is not required to be NEBB certified based on the exceptions provided in C408.2.2 that the report should include a statement affirming that the NEBB procedures for testing and balancing were followed. These procedures being found in Part 2 of the NEBB manual.
