Does this section require a wall mounted sink only or can the requirement be fulfilled with a section countertop and drop in sink?

Comments:
In lieu of a sink that is mounted to the wall we would like to provide a section of countertop with a drop-in sink? the counter and sink would meet accessibility requirements for knee & toe clearances as well as reach ranges and faucet controls.
