Is it the intent of FBC 456.3.5 to disallow electrical devices such as GFI receptacles in Public Food Service Bathrooms, and to allow "only a wall switch or approved pull cord?"

Comments:
FBC 456.3.5 implies that no electrical devices are allowed in Public Food Service Establishment bathrooms, other than a light switch or pull cord. This appears to be based on NEC 210.70 requirement for a wall switch-controlled lighting outlet. Are bathrooms in Public Food Service Establishment Bathrooms allowed to have receptacles, provided they meet the GFI protection requirements of NEC 210.8?
