Original Request

  • Request ID: 8487
  • Date Submitted: November 18, 2020
  • Requested By: Kelly Green
  • Code: Building
  • Edition: 2017
  • Chapter: Chapter 1-Scope and Administration
  • Section: 105.14
  • Topic: Permit by affidavits
  • Question:
Is it the intent of the section 105.14 to allow a contractor, that the building official confirms is qualified (not licensed) as a building inspector or plans examiner per FS468 Part Xll, to submit and certify an affidavit for permits that are being requested for work that has already been completed on a structure in the past? These permits are commonly known as "after the fact permits". This is if the original engineer or architect is not available. Also, if the Division 1 contractor is considered to be qualified by the building official, as defined in Florida Statue 468.603 (5)(F) Part Xll, can that contractor submit an affidavit for permits for the electrical, mechanical, and plumbing work on the structure? It should be noted that 468.602(2) exempts a licensed contractor, licensed architect, and a licensed engineer from the requirement of being licensed as a building inspector,
