Is it the intent of Section 302 of the FBC - Existing Buildings, 6th Edition to permit the omission of water-resistance flashing in framed openings into which the new fenestration is installed where all of the exterior cladding and water-resistance flashing has been removed prior to the new installation?

Comments:
The new installation lacks continuity of the flashing both at the sill/jamb and the head/jamb interface. They are actively leaking in even minor rain conditions.
